How are you currently supposed to position bars?

In the current dev versions what is the correct mechanism to position bars? I don't see any method other than dragging them around which is almost impossible to place with.

you can shift click and it will switch to "microadjust" mode which will let you use the arrow keys to do small adjustments

Ah thanks. That does work. I cannot for the life of me find any indication that this even exists outside being told here.
