Disabling Neuron bars deletes them

Issue description:

When choosing use a blizzard bar instead of a neuron bar, neuron deletes all instances of that type of bar from the database, instead of just hiding them

How to reproduce:

Open the neuron interface settings and disable cast bars, then reload the ui and reenable them
