Clicking on an empty button or unusable action creates a glow frame

Issue description:

When you press on an empty button the same glow frame is overlaid as when you toggle an ability that runs on and off like a shapeshift form or mount. The same happens when clicking on an ability on cooldown or not usable right now.

EDIT: This even happens with something like regrowth, you cast a spell and the glow border remains for a while after you cast the spell.

This should not happen at least for empty buttons. After 0-3 seconds this state is reset. But still it triggers my OCD :)
