Description

We converted the check 'AppServicePlanZoneRedundant' from TERRAFORM language to the ARM language so that it also works on resources that are defined in the ARM language.

Ensure the App Service Plan is zone redundant

Fix

Added support for checking if the App Service Plan is zone redundant in ARM templates.
