Consumer tags disappear

Upon creation of a new intel req, the tags for the "Consumers" form disappear. They do not seem to save. ezgif-2-c4cd36af8c5b

Ah, yea, I need to update this and push out a fix. Right now, it's only a whitelisted set of consumer names (like HR, SOC, IR, etc.) so I'll need to make this support any number of names too. Sorry about that!
