Alternative notification methods from lspd

Currently lspd only supports Amazon SES as notification mechanism for new channels and channel mismatch. Ideally there would be at least two additional ones:

• smtp support so you're not tied to AWS but can point it to whichever service needed
• simple webhook which then gives you the ability to integrate that into whatever you want easily
