enable/disable Tor toggle switch issues

I've found two (related) issues/bugs related to the Tor toggle switch.

At Network click toggle switch to enable Tor -> pop up shows up: cancel or exit breez click cancel, close and reopen app, see Tor is enabled. If the cancel is only to prevent restart immediately then this works, but then the user is unable to undo enabling/disabling without restarting the app.

• Click Enable Tor
• click cancel
• toggle switch remains unchanged
• click back arrow top left corner
• go to back to Network
• toggle switch now shows that Tor is enabled (while no restart happened)
