I recently found answer on stackOverflow where repo's author mentions that he tries to integrate some package manager into winlibs. I'd like to know are you still working on it? If yes, will it be completely new package manager or will it be some existing but built with mingw?

Yes, still working on it. The package manager will be completely new and not be based on any existing package manager.
