[sync-internals] Notifications Enabled: false

Hi,

I'm curious, on my sync server (prod branch) I do see the following on the brave://sync-internals/ page, highlighted in red:

Network
Notifications Enabled: false

I think when using the official sync server I don't see this flagged, so I'm wondering if this needs fixing at my end. What kind of "notifications" is this about and do they have to be enabled for proper/safe operation?
