Database migration

The current Dynamo DB doesn't allow for bulk updates and the kinds of queries we want to run to keep track of cost and date of last access.

A few ideas around migrating to a different DB have been discussed here: https://bravesoftware.slack.com/archives/C2HJYB45N/p1704924137649489

and the plan is now to move to Aurora (Postgres).
