Request: Finer, More Granular Script-blocking Controls

Recently a Brave user requested finer script-blocking controls; specifically, the ability to permit some of the scripts blocked on a particular page.

Mostly covered in #7272. That fix works for both "Allow once" and "Allow for session", but as brought up in #9307, that popup doesn't have an option for "Allow forever." The shield, on the other hand, provides the last, but without any ability to apply that indefinite whitelist on a granular level. As far as I can tell, there's no way to say "Always allow these specific scripts to execute."
