Support DNS over HTTPS
Description
DNS over HTTPS is a way to increase the privacy of DNS requests (something that is well aligned with Brave's mission) in a highly portable way. It is supported by Google and CloudFlare's DNS servers. Firefox has added it to their nightly release, meaning it should be generally available soon. Brave should add support for it as well.
