Pinned tabs do not sync order across windows

Steps to Reproduce

1. Have two windows open with three pinned tabs (should be same pinned tabs in each window)
2. Change the order of the pinned tabs in one of the windows (by dragging or keyboard shortcut)

Actual result: Order is only changed in the active window

Expected result: Pinned tab order should be updated in all windows

Actually, IMO Brave should handle pinned the exact same way as Chrome and Firefox do, namely pinned tabs only appear in the first window. It is quite disturbing that when I drag a tab out from the window and all the pinned tabs come along with it. This behaviour also crashes some web services like Telegram.
