Run fallback DoH pilot experiment with Quad9 in Nightly

We are going to run a pilot experiment with Quad9 in Brave Nightly to examine the usability and performance of a fallback DoH endpoint.

  • Feature flag to enable: BraveFallbackDoHProvider
  • Parameter name: BraveFallbackDoHProviderEndpoint
  • Parameter value: quad9
  • Deployment: 50% of Brave Nightly clients
