Cleanup original Brave Ephemeral Storage implementation.

This PR cleans up Ephemeral Storage-related parts that are not used in the current feature state (we use Chromium partitioning).

There will be another change to cleanup our implementation of blob partitioning, but to do this I first need to fix the Chromium implementation. Issue for blobs partitioning cleanup: https://github.com/brave/brave-browser/issues/35686
