Brave always launches in Private mode for some users ("Private only" option disabled)

Description:

For some users, the browser always launches in Private browsing mode, as if the Private browsing only option is enabled in Settings --> Brave Shields & Privacy --> Private browsing only, even though the users state that this option is set to Disabled. One user made a recording of this behavior:
