Can not import bookmarks in to Brave from Firefox browser if the browser is open

Description

If Firefox browser is open, it's preventing to import bookmarks into Brave. However, able to import from Microsoft Edge and Chrome when these two browsers are open

Steps to Reproduce

1. leave Firefox, chrome and Edge browsers open
2. install 1.43.55
3. launch Brave
4. click Import bookmarks now...
5. select Mozilla Firefox -default release
6. click Import button

Actual result:

Close Firefox... message displayed. clicked somewhere else on the screen. Error modal dismissed and spinner spins and can not cancel

Expected result:

Should be able to import bookmarks from opened browsers similar to Edge and Chrome

Same problem, even on a freshly booted system that hasn't run Firefox since startup. Effect: I cannot migrate from firefox
