Do we intend to still use the `/v1/payments/{documentID}/status` endpoint?

This issue will determine the following:

  1. Do we want to keep the /status endpoint to determine the intermediate status of a payout in progress?
  2. If so, we should clean it up and implement it properly both in terms of the endpoint side as well as the CMD to call it

In the case of needing to retry Solana payouts where they can take a longer period of time this seems like it would be useful.
