Make Sarekt Configurable based on construction object

Also have a query for high level capabilities (present mode , max aa, max mipmapping, max memory, etc).

Things to include:

  • [x] Present Mode/VSync
  • [x] AA mode
  • [ ] Stencil enable
  • [ ] Utilize optional physical device features
  • [ ] Prioritize physical devices
  • [ ] Texture border colors etc

Not all those things are configurable but there is a config object now, so ill add things as I go now
