Windows could not apply the unattend answer file's <DiskConfiguration> setting.
Windows Setup stops with the following message:
The installation was cancelled
Any changes made to your computer won't be saved.

I was able to confirm that packer was mounting the VMware Tools ISO for Windows as volume "E:", and confirm that the PVSCSI driver was not being loaded.
Next, I tried updating autounattend.xml to include a reference to the specific folder path (https://knotacoder.com/2022/04/05/packer-hcl-and-pvscsi-drivers/).

... but this didn't make a difference.
I'm using VMware-tools-windows-12.5.0-24276846.iso for my VMware Tools ISO. I was able to confirm that I have the correct folder path to the drivers.
What is the fix, or are there any suggestions?
@aenagy I am horribly late on this :) Did you resolve your issue? I need to refresh this repo.
