Card not showing as an option when I try to add a new card

I have an old HA setup that someone else set up (it uses the hosted option for this weather card by the looks of it). When I add a new card to a Lovelace layout, the custom weather card is offered as an option. But on my new HA setup, using a manual installation, this doesn't happen. I have to add the card manually using YAML. However, once it's added, I can edit it visually. I’ve put all the components in the recommended folders. Any ideas?
