Release a new version that supports Ruby 3.3 / Rails 8

Looks like the code has been updated but no new release has been cut.

Hey there @agfor!

Apologies for the delay. There are some commits on main currently that change default config values and therefore require a major version bump. We have a few other changes (mainly https://github.com/braintree/pg_ha_migrations/issues/63) we're working towards before we're comfortable releasing version 2.0. I'm hoping to get everything merged soon!

Okay, I believe the final PR is up for review: https://github.com/braintree/pg_ha_migrations/pull/113

To expedite this process I would recommend constantly bugging @jcoleman to take a look at it 😆
