Search vector DB and ask AI to summarise relevant content

As a use I would to use the embeddings in a chat with AI models and get good quality answers. The questions will be related to usage of programming languages or libraries. We will need to ingest documentation from a language and it libraries which focus on subjects like HTTP backend services.

For this ticket, we want to focus on FastAPI, Starlette, Pydantic and Python.
