wheelup, wheeldown don't work, you can bind actions to this but

Hi there,

I've found a problem with wheelup, wheeldown binds. When you bind some action to this controls (wheelup, wheeldown) nothing happen.

I've probed with +weapon1 and +fire, and this don't work.

ex: bind wheelup +weapon1

and now this do the action, but this always are in "press down" state. if you bind this: bind wheelup +weapon1 when you change the weapon (for example, press 2 key for change to pistol weapon), inmediatly the game back to weapon1, no matter if you press another key, this always come back to weapon1.
