Need to account for hung modems

Hung modems are a common issue with consumer-grade ISP services. If not handled properly (e.g. power cycling) eventually both connections might end up inoperable. One way to address this is to introduce smart power switches that will automatically power-cycle the failing modem if pings start to fail.
