[0.12.19][classic nb extension] local dev build changes not reflected, TS source maps not available in Chrome

npm run build in the js directory builds, but changes are not reflected in the nbextension. Similarly, source maps are not loading in Chrome when developing locally. Tested vs 0.12.18 where everything works as expected
