desktop-container: legacy parameters are not supported anymore

Template create for desktop-container ends up with

running command "coder templates create": run parse: recv parse source: legacy parameters are not supported anymore, use "feature_use_managed_variables" flag to enable managed Terraform variables

Although there is a migration guide https://coder.com/docs/v2/latest/templates/parameters, I can't get it run.

I just use this image ubuntu-desktop-lxde-vnc as base image for the docker workspace container.
