Publish 0.5.23 on wordpress plugin repo

Version 0.5.23 works IMO way better than 0.5.18 with php 7.3 so it would be cool if the plugin repo could be updated to also include it.

P.S.: The version number in the papercite-wp-plugin.php file is still 0.5.18

Edit: It looks like the source code in the svn is up to date and I can download 0.5.23 from https://wordpress.org/plugins/papercite/ . Maybe the old version number in papercite-wp-plugin.php causes the wordpress instances to not recognize the new version?
