Go back and fill in missing CSR_VOLUME and CSR_FAN

We added these new fields in #183 . Go back through dataset publications (and/or check with contributors) and fill in for missing datasets, i.e. through "d20200305_VARGAS".

d20190430_DESAI and d20200122_BLACK indicated plant removal "varies". Clarify with them.
