Build docker image for arm64

Is your proposal related to a problem?

Apple M1 uses arm64 arch, we are currently only building amd64.

Describe the solution you'd like

Use qemu and buildx to build both architectures and push the images.

Additional context

How is cosign affected by this? We'll need to ensure signing is intact for both arch.

Goodday, @deepakprabhakara I would like to work on this issue. Are there any special system requirements to get it done? Just to be sure.

@saucekode Please do. No special system requirements here but you'd need an Apple M1 machine to test but we can do the testing for you if you don't have one.
