[DRAFT] auto create translation files

When I first set up phpunuhi. It was a real effort to create the missing translation files Manuel. PHPunuhi now asks if the missing file should be created. So you can easily extend the xml file and each command creates the missing file.

@boxblinkracer check if you like the code architecture and the idea. Then I'll add the PHPUnit tests.
