Update go to v1.17 & k8s api to v0.23.0

Upgrade k8s libs to v0.23.0 to be compatible with latest Kubernetes versions >= v1.19.10 (not sure exactly when it broke, this is the oldest cluster version we currently have)

Also upgrade go to 1.17 :)
