Use /etc/percona-toolkit config file instead of _rc file

I'm not sure I'm reading the source correctly, but if I am, it looks to me like /etc/raingauge_rc could be done with /etc/percona-toolkit/pt-stalk-raingauge.conf instead. If so, that could simplify the raingauge_service script.
