The master's API should support a way to find the incomplete subjobs for a build

Currently if a build is stuck, there's no easy way to figure out what it's stuck on. Either the build's endpoint should list the subjob ids for all outstanding subjobs, or the subjob endpoint should include the status of each subjob.
