Patch WINE bug that causes shell32 to crash when opening long URLs with following patch.

Hello. WINE currently has a bug where shell32 crashes when attempting to open a long url (i.e clicking on hyperlinks with long url). This doesn't cause wine and the related program to crash, but the link will simply not open at all.

Hm... winehq's build bot's test failed, perhaps we should just leave this issue be for a while
