[Feature request] Manage components offline

Describe the bug

when offline cannot view already install runner and components. When going to Preferences and clicking on Runners or DLL Components all the sections are blank. I understand I cannot get new ones while offline but i should still be able to see already installed ones in my local computer with the option to manage/delete them.

To Reproduce

Start Bottles offline Click on hamburger menu click on Preferences click on Runners or DLL Components all drop downs will be empty even if you have a lot installed already
