the arch running rpm2img cannot be different than that used to build packages

rpm2img requires that the grub-bios-setup RPM be built for the same architecture that is running rpm2img. For kits we need a kit to be usable to build a variant regardless of whether the build host is aarch64 or x86_64. Proposed solution: move grub-bios-setup to the SDK.
