`integ` seems to struggle to create functional nodegroups in cn-north-1, us-gov-west-1

Issue or Feature Request: When attempting to run integration tests with the integ tool in cn-north-1 and us-gov-west-1, nodegroups failed to create or otherwise failed to launch AMIs that would successfully join their cluster.
