Add service and API data for UXC service

Describe the feature

AWS recently announced the UXC (User Experience Customisation?) service, initially allowing accounts to have a color assigned to them.

The service seems to not yet have made it to botocore yet. Can these please be added?

Use Case

So that we can centrally roll out account colors.

Proposed Solution

uxc service info is added to botocore/data and released.

Hello @samjarrett, thanks for reaching out. Similar feature request was made https://github.com/boto/boto3/issues/4612 and we have reached out to the team. SDK support for these operations is something that would need to be implemented by the service team. We don't have a timeline for now on when the service team is going to release it on Botocore, moving forward, please refer to the Botocore Changelog for updates. Thanks!

I'm confused why this got closed @adev-code ? it's a legit gap in the service, regardless of who is meant to deliver it.

I have reinitiated a request to the service team. The reason for the closure is that we do not have a timeline on when/if the team is going to implement this. Updates are given on the service links documentation and if they are added in Botocore, it would be on the changelogs. This issue can also be open if desired.
