Making actual releases from v2

Currently there are no fixed releases from v2. That mean, that aws/aws-cli needs to reference just v2 branch, which happens to break installation of aws/aws-cli for the window after release of botocore and before appropriate bump in aws/aws-cli. That sucks a bit if you want to just have a recipe to build specific version of aws/aws-cli.

I've reported it on aws/aws-cli and was send here since apparently action will be required on botocore's end (sorry, I'm not a pythong dev so don't know pip that much).

Make releases from v2 branch so that aws/aws-cli could reference them instead of v2 branch.
