rolecommands: add ability to drag and drop roles to change the order

Pretty much what the title says.

This adds the ability to reorder roles on role groups by dragging and dropping.

PS: This is also possible without the handle. I couldn't decide but ended up using it. Lemme know if you prefer it without a handle.
