Change key value of NewBlockOperationFrozenLinkedKey

We need to change the key of NewBlockOperationFrozenLinkedKey. Currently it consists of linked address + height. To prevent error in key value for same linked key in same height, it is necessary to add some unique value within a blockheight to the end of linked key.
