Pipeline: Release notes generation is not working in some cases

When we did the 3.0.0 Release the release notes were empty.

Todos:

  • Analyse root cause (Commitzen, Pipeline Issue, perhaps only with breaking change commits?)
  • Fix it.

Additional problem related to this: When a PR is merged and no version bump will be done the build fails (and it shouldn't), e.g. https://github.com/boschglobal/doxysphinx/commit/7bd33b2098c1e42ff781fa6b3d6be8f7dd5d61d9 (https://github.com/boschglobal/doxysphinx/actions/runs/3574117984/jobs/6008993681)
