Publicly available Network map (backend)

As a user, I need to be able to have a view of the network, geographically.

Some of that might come from the monitoring tools ( #255 ) but it could be interesting to integrate that in the advanced administrative interface, or a user-project (see the links in #255 ). If this is part of the administrative interface, we should explore integrating geoip.
