Support standard skins-specific js/css customizations from the Mediawiki namespace

For almost all skins, Mediawiki:Skinname.css and Mediawiki:skinname.js customization are automatically loaded, instead of having to customize through the filesystem.

Please load them from there by default as every other skin already does.
