TOC (Contents) doesn't open

Hello, Windows 7 x64, with IE 11 or Firefox 25 Serveur: Ubuntu Srv 12.04, with Mediawiki 1.21.3 When I click on Contents (TOC), nothing append.

The link (when I put the mouse over the Contents link) is: http://server/sites/mediawiki002/index.php?title=Test# and I have 3 titles in the page: == Title 1 == == Title 2 == == Title 3 ==

Ideas ?
