Chrome storage

Hi Boris, thanks for making opensource this amazing extension!

In this PR we migrate storing of tags from Local Storage to Chrome Storage. Enabling syncing of tags across devices. Was a feature that I quite often desired. Additionally, the unit tests were not working it seems due to the same QUnit url pointing to a new version of QUnit.
