Comment PR for empty plans

We're using this action on testing phase, and one of the tests we run is a "upgrade" (apply with master branch, then apply again with PR code), so in some cases we actually expect the plan to have no changes. Would it be possible to also comment PR in these cases, just mentioning that no changes do happen in infra?

I think this feature is already implemented. To the best of my knowledge, the PR comment is always posted, even if there are no changes. Can you share some more aspects of your setup that would make it possible to debug why you don't see any comments?
