This problem does not occur in the [Terraform Plugin Framework](https://developer.hashicorp.com/terraform/plugin/framework), which we recommend for all new providers. As such, I'm closing this issue.

what offers the least surprise and has the least amount of complexity?

We hope to release this in the next few weeks, it's queued behind some other work that we have planned.

There's nothing for us to do here as the Windows API doesn't support this feature. I'm closing this issue out unless there's a new way to go about resolving this...
