Setup continuous testing

We should probably setup Travis or something like that.

• [ ] Write a trivial C library
• [ ] Write a Perl binding
• [ ] Add TOML configs
  • [ ] Have the Perl binding depend on the C library
• [ ] Write a simple test script that builds and runs code
• [ ] Add it to Travis or some other system
• [ ] Change README.md to include a badge showing current status
